As a public agency, West Valley Water District's Board of Directors, Management, and Staff are committed to being transparent and accountable with our customers regarding the District's operations and business practices.  The following information is intended to further the transparency of West Valley Water District and we hope that you will contact us with any questions or requests.  Also, we hope this website improves your access to information, your ability to participate in events, and your communication with the District.

Ethics Training
On October 7, 2005, the Governor signed Assembly Bill No. 1234.  Assembly Bill No. 1234 requires that if a local agency provides any type of compensation, salary, or stipend to, or reimburses the expenses of a member of its 'legislative body' (as that term is defined in California Government Code Section 54952), that local agency's officials must receive training in ethics.

To comply with this requirement, the West Valley Water District elected officials and  Executive Staff attended an ethics training session at the 2016 CSDA Annual Conference on October 11, 2016.

The California State Controller's Office hosts a database (http://www.publicpay.ca.gov/) of public employee salaries. The West Valley Water District (WVWD) complies with these transparency requirements.


Senate Bill 272
Approved October 11, 2015 Senate Bill 272 adds a section to the California Public Records Act requiring local agencies to create a catalog of Enterprise Systems by July 1, 2016 with annual updates.

Enterprise System Definition:
A software application or computer system that collects, stores, exchanges and analyzes information that the agency uses that is both of the following:

   • A multi-departmental system or a system that contains information collected about the public.
   • A system that serves as an original source of data within an agency.
