Good News West Valley Water District Customers!  

The Board of Directors for West Valley Water District (WVWD) has refunded a portion of your 2015 water payments and has rescinded the 2016 and 2017 rate increases approved in 2012. Customers should have received refunds by May 1, 2016. The District takes seriously its obligation to be responsible fiscal stewards and provide water at a reasonable cost.

Frequently Asked Questions - FAQ’s     

1.    What’s the amount of the refund I’m getting?

  • On average customers will be rebated about $100 dependent upon their usage in 2015.

2.    How are the refunds being calculated?

  • Depending on how long you have been a customer, your consumption and how much you paid in Tiers 1, 2 & 3, you will receive a letter that explains the method we used to calculate your rebate.

3.    Do I have to file a claim or complete any paperwork to receive the refund? Is there a time limit to file for the refund?

  • No action is required on your part. The District is computing the rebates and they will be issued no later than May 1, 2016.

4.    When can I expect to receive the refund?

  • The District expects all refunds to be made by May 1, 2016.

5.    When can I start checking on the status of my refund?

  • If you haven’t received your rebate by May 1, please call (909) 820-3700.

6.    How will I receive the refund?

  • You will receive a letter with an explanation at your mailing/billing address with the check.

7.    What if I suspect my check has been lost or stolen?

  • Customers who are concerned they have not received their rebate check can call our customer service for assistance at (909) 820-3700. We have a process in place to help customers determine if their check has been processed.

8.    Why am I receiving a refund?

  • The District’s current financial study, from 2017-2021, determined that the previously approved rate increases for 2016 and 2017 were unnecessary, and that payments made for a portion of 2015 could be returned to consumers and the District would be in sound financial condition.

9.    Can I just receive a credit on my account instead or are there other refund options? 

  • No. The District is returning the rebate directly to customers by check. We want people to make a decision on what to do with the money.

10. Can I bring in my check to the WVWD office and credit it to my account? 

  • Yes, the full amount of the check will be applied and, if this results in an overage or credit balance, the remainder will apply to the future balance.

11. Am I eligible for a refund, if I have a balance on my account?

  • Yes, if you have an active account with us. If your account is closed or in collection, the rebate will be applied to the balance first and any remaining rebate will be issued to you.

12. Why is the 2015 rate being maintained when I’m getting back those monies? Why isn’t the rate rolled back to 2014?

  • The District has studied carefully its financial position and, in order to provide safe, reliable water service, the 2015 rates will remain in effect.

13. Will the refund be reflected on my physical and online account statements?

  • No, the rebates will be issued through special correspondence from the District.

14. Why were rates raised in the first place? Why did WVWD overcharge me in 2015?

  • When the District made the determination to raise rates in December 2012 a financial study by Kennedy/Jenks Consulting forecast a shortfall between revenue and expenditures, so a schedule of incremental increases was approved. A recently-completed financial study for 2017-2021 indicates that the 2016 and 2017 rate increases were unnecessary, and that a portion of payments made in 2015 could be refunded and the District would still remain in sound fiscal standing.

15. What do I do if my check was lost, stolen, destroyed, or I haven’t received my check after May 1st?

  • Please fill out the Check Rebate Claim Form and a replacement check will be issued within 10 days or it will be applied to your water account.

1. I heard that the City of Rialto issued checks to its customers that are significantly higher than WVWD’s. Why is that?

  • The WVWD rebate is from the revenue collected by the District in 2015 and not related to settlement issues in the Rialto area for perchlorate. 

2. Why has my bill been the same for the last few months?  

  • Your bill is based on your usage, the number of days in the billing cycle and the service charge. Congratulations on being so consistent and paying attention to your usage.

3. If my landscaping is part of the street’s beautification would I need to check with the city before replacement?

  • Yes.

4. Does the District have a rebate for rain barrels? 

  • No, but this is being considered for future implementation.
