NOTICE OF PUBLIC HEARING
TO ADOPT THE INITIAL STUDY/MITIGATED
NEGATIVE DECLARATION FOR THE LORD RANCH PROJECT
NOTICE IS HEREBY GIVEN that on April 19, 2018 at 6:00 p.m., in the meeting room of the Board of Directors of the West Valley Water District, located at 855 W. Baseline Rd., Rialto, CA 92376 the Board of Directors will conduct a public hearing in accordance with the California Environmental Quality Act, Section 15202 of the Public Resources Code to consider and receive comments and input on the initial study/mitigated negative declaration (IS/MND) for the proposed project. The hearing will allow the community to provide input.
The proposed project consists of: the construction and operation of a 1-million gallon (1.0 mg) steel-welded reservoir, which measures 80 feet in diameter and 32 feet in height; a pump station within a concrete masonry building; an arsenic water treatment facility; and two 30-inch pipelines connecting the proposed reservoir and pump station to existing facilities. The proposed improvements would occur on approximately 1.73 acres at the District’s approximately 13.72-acre existing Lord Ranch Facility plus an approximately 0.09-acre off site property between Pepper Avenue and the Lord Ranch property for an access driveway. The facility is located on the east side of Pepper Avenue north of Baseline Road and south of State Route 210 (SR-210). The site is currently occupied by Pumping Station 4-1, a 1.0 mg reservoir (R3-2) and 3 groundwater wells (Well-7, Well-8A, and Well-36). The project also includes the construction of approximately 1.82-acres of asphalt driveways and paved areas from the Pepper Avenue access and around the proposed pump station, reservoir, and treatment facility. The project site may also accept imported soil to the existing basin from Reservoir 8-3 located along Lytle Creek Road, an activity addressed in a prior CEQA document. (R8-3 and R8-4 Reservoirs Project Mitigated Negative Declaration (SCH #2011071079), adopted October 6, 2011).
The proposed reservoir and pump station would be constructed within Zone 4 of the District’s Service Area[1]. The pumping station would be sized with eight booster pumps with an approximate 2,980 gallons per minute (gpm) capacity and a station capacity of approximately 20.0 million gallons per day (mgd) (20,860 gpm with one pump on standby). This booster station and reservoir will be located adjacent to the existing Pumping Station 4-1 and at reservoir R3-2 (Lord Ranch). The pumping station would be initially equipped with four pumps for a capacity of 8.6 mgd or 8,940 gpm with one pump on standby.
A copy of the proposed IS/MND will be available for public review on or before April 19, 2018 Monday through Friday, during normal business hours at the West Valley Water District’s Administrative Office located at 855 W. Baseline Rd., Rialto, CA 92376. In addition, an electronic version will be accessible at www.wvwd.org. Public input from diverse social, cultural and economic elements of the population is encouraged and will be considered. Any written comments regarding the IS/MND should be submitted by the close of business on April 17, 2018 to the address set forth above, attention Linda Jadeski. Public comments can also be made at the public hearing at the time and place first set forth above. Upon conclusion of the public hearing, the Board of Directors of the West Valley Water District may revise, change, modify, and/or adopt the IS/MND.
