West Valley Water District Transitions to Division-Based Board Member Elections



In 2018, the West Valley Water District Board of Directors adopted a resolution transition from At-Large to Division-Based Board Member Elections. Although the District had complied with the California Voter Rights Act, the Board of Directors decided that it was in the best interest of its ratepayers to transition to a district-based elections system.

Contracting with a demographer, the District approved five division boundaries within West Valley Water District. The demographer analyzed population, developer draft maps, and gathered input from ratepayers. Through the process, a series of hearings were held to receive input from the public. Creating districts allows further accountability and stronger representation for all areas within the District.

West Valley Water District (WVWD) is a special district that provides drinking water service to approximately 80,000 people, spanning from both San Bernardino and Riverside Counties. In a 31-square-mile area, WVWD serves portions of the communities of Bloomington, Colton, Fontana, Rialto, San Bernardino and Jurupa Valley.
