Seasoned professional to lead the districts infrastructure needs and goals

RIALTO, Calif. West Valley Water District (WVWD) is pleased to announce the selection of Rocky Welborn, a seasoned water professional with over 20 years of experience in engineering and operations as the district’s new Director of Engineering.  

“On behalf of West Valley Water District, I would like to extend a warm welcome to Rocky”, said WVWD General Manager John Thiel. “His vast knowledge in water, resource management, and experience in infrastructure projects are key to the district’s vision and mission in ensuring we provide our communities with reliable and high-quality water.”

Welborn has a bachelor’s degree in civil engineering and a master’s in engineering management from California Polytechnic University, Pomona. He is a registered professional engineer and possesses certificates for Wastewater Operator T5, Water Distribution Operator D2 and Treatment Operator T2.

“I am thrilled to be joining the West Valley Water District team,” said Mr. Welborn. “I look forward to drawing upon my industry experience to lead our dedicated engineering team as we continue to pursue, implement, and enhance the District’s water systems and invest in our infrastructure to ensure water reliability for the community.”

Prior to joining the WVWD team, Mr. Welborn began his career in the water industry at the Inland Empire Utilities Agency (IEUA). In 2019, he accepted a position at East Valley Water District (EVWD) and was promoted to Water Reclamation Manager, during which time he led the district’s efforts in starting a new department, facilitating the construction and operations and maintenance of a treatment plant and line of business for EVWD.

The West Valley Water District has proudly served the Southern California communities of Bloomington, Colton, Fontana, Rialto, San Bernardino, and Jurupa Valley since 1952. Through name changes and consolidation, the mission has always remained the same: to provide customers with safe, high quality, and reliable water service at a reasonable rate and in a sustainable manner. The District provides water for over 100,000 customers and is overseen by a five-member, publicly elected Board of Directors.
